It's not a stretch to conclude that our draconian approach to drug use is the most injurious domestic policy since slavery. Want to cut back on prison overcrowding and save a bundle on the construction of new facilities? Open the doors, let the nonviolent drug offenders go. The huge increases in federal and state prison populations during the 1980s and '90s (from 139 per 100,000 residents in 1980 to 482 per 100,000 in 2003) were mainly for drug convictions. In 1980, 580,900 Americans were arrested on drug charges. By 2003, that figure had ballooned to 1,678,200. We're making more arrests for drug offenses than for murder, manslaughter, forcible rape and aggravated assault combined. Feel safer?
I've witnessed the devastating effects of open-air drug markets in residential neighborhoods: children recruited as runners, mules and lookouts; drug dealers and innocent citizens shot dead in firefights between rival traffickers bent on protecting or expanding their markets; dedicated narcotics officers tortured and killed in the line of duty; prisons filled with nonviolent drug offenders; and drug-related foreign policies that foster political instability, wreak health and environmental disasters, and make life even tougher for indigenous subsistence farmers in places such as Latin America and Afghanistan. All because we like our drugs — and can't have them without breaking the law.
As an illicit commodity, drugs cost and generate extravagant sums of (laundered, untaxed) money, a powerful magnet for character-challenged police officers.
Although small in numbers of offenders, there isn't a major police force — the Los Angeles Police Department included — that has escaped the problem: cops, sworn to uphold the law, seizing and converting drugs to their own use, planting dope on suspects, robbing and extorting pushers, taking up dealing themselves, intimidating or murdering witnesses.
In declaring a war on drugs, we've declared war on our fellow citizens.

Robbie Williams launched an attack on the British media yesterday, accusing them of hypocrisy and "devouring" the model Kate Moss over her alleged drug-taking activities.

A man whose efforts to defend himself against double homicide charges have been called a "train wreck" tried one last time yesterday to convince a jury he did not kill his parents.
Phadnis claims he was kidnapped and tortured for three days by a gang of 400-pound Samoans who eventually killed his parents in front of him. The people of Belgium have been left reeling by the first adult-only episode of the Smurfs, in which the blue-skinned cartoon characters' village is annihilated by warplanes.
The short but chilling film is the work of Unicef, the United Nations Children's Fund, and is to be broadcast on national television next week as a campaign advertisement.
The short film pulls no punches. It opens with the Smurfs dancing, hand-in-hand, around a campfire and singing the Smurf song. Bluebirds flutter past and rabbits gambol around their familiar village of mushroom- shaped houses until, without warning, bombs begin to rain from the sky.

Deep in today's downtown, but well north of the era's houses, is a tiny cartoon of a gallows from which a man hangs. It is inscribed "Plot Negro Gibbeted." Not far off is a small bonfire labeled "Plot Negro's burnt here."
In 1741, these "Plot Negroes" were accused of trying to burn down the city (the subject of a new book, "New York Burning," by the historian Jill Lepore). After confessions were obtained and a plot outlined, 13 blacks were burned at the stake and 17 hanged.
New York's involvement with slavery has been well known by scholars, and recent histories of New York have been fully cognizant of the facts. But the popular imagination is something else, and the unearthing of part of the African Burial Ground in Lower Manhattan in 1991 may have been a turning point, with the remains of more than 400 people from the 17th and 18th centuries discovered at a construction site. Those remains made slavery all too vivid: with the bones came buttons and polished stones, evidence of malnutrition and signs of injuries. Scholarship has increased in the years since, and some of it is surveyed in the exhibition's companion book, edited by Ira Berlin and Leslie M. Slaves of Cherokee Indians want in to the tribe.
Stick Ross is thought to be the illegitimate grandson of Chief John Ross, who led the tribe along the Trail of Tears. Ross the younger was a respected Native American and a skilled diplomat who acted as a liaison between tribes and local townsfolk. "He knew sign language and spoke Cherokee and Seminole. He was a trapper and a farmer and a rancher," says Stick's great-grandson, Leslie Ross, a 56-year-old retired civil servant whose greatest joy is recounting the Stick trivia he learned from his family in Muskogee. "And he was sheriff at one time, too. He was pretty renowned in Tahlequah."
Stick may have died an exemplary citizen of the Cherokee Nation, but he was born into slavery. The Cherokee kept black slaves until 1866, when an emancipation treaty freed them from bondage and granted them full tribal citizenship. Known as the Freedmen, these men and women were embraced by the Cherokee as equals, and often married the offspring of their former masters. Like Stick, they identified with local cultures, spoke tribal languages, and took part in tribal religious rites.
And yet, three-quarters of a century after the death of Cherokee legend Stick Ross, there's no room for his great-grandson in the Cherokee Nation. Leslie Ross has been denied citizenship in the tribe on the grounds that he is not truly Indian. "They said I don't have any Indian blood. They say blacks have never had a part in the Cherokee Nation," says Ross, his usually calm voice swelling with anger. The Kinsey Report of 1948 famously lifted the lid on American sexual behavior. But when a similar study was conducted in Britain the following year, the findings were so outrageous they were suppressed. Only now have they been revealed.

Yet when a group of young researchers set out to probe British sexual behavior in 1949 their findings were considered so outrageous they were instantly swept under the carpet; banished to the archives of a university.

Scientists have taught dolphins to combine both rhythm and vocalisations to produce music, resulting in an extremely high-pitched, short version of the Batman theme song.
The findings, outlined in two studies, are the first time that nonhuman mammals have demonstrated they can recognise rhythms and reproduce them vocally.

The drug buprenorphine appears effective in treating teens addicted to heroin and other opiates, researchers report.
The use of heroin among adolescents has more than doubled in the past 10 years, noted researchers from the University of Vermont. There's also been an increase in this age group of the illicit use of prescription opiates such as OxyContin and Vicodin. Opiates are the second most commonly used illicit drugs among teens, second only to marijuana.
