Almost half of a $273,000 grant awarded in 2002 to fight the Goth culture in Blue Springs has been returned because of a lack of interest — and the absence of a real problem. Blue Springs received the grant two years ago from the Youth Outreach Unit, money the city and U.S. Rep. This month marks the 20th anniversary of an incident that could have resulted in nuclear war. The forgotten hero that singularly avoided this disaster through his cool judgment under incredible pressure is Lt. Colonel Stanislav Petrov, formerly of the Soviet Army. Within the next three weeks the Association of World Citizens will present Colonel Stanislav Petrov with a special World Citizen Award. In addition to the award, the Association of World Citizens wants to present Petrov with a financial award as he lives on a meager pension in a small town near Moscow.

This series was released in May of 2004, it is Topps first dabble in making new Wackys since 1991. The majority of the new titles have been conceived by artist Jay Lynch who has been conceiving Wackys since the 60's.
